Toohey has an amazing sense of humor. Sure, its corny, dry and overly sarcastic- but I believe that is the best humor out there. Taking him during the 2008 elections was not only exciting but very relevant (especially due to proposition 8). He does lecture in a monotone manner but he often opens the floor to student input on different cases and truly makes you think critically. Not only is he very thorough with the material, but the slides he uses are very helpful when reviewing for the midterm. His exams aren't too hard if you do the document reading, review his slides and put some thought in your essays- I'm expecting a high A. All in all, if you're looking for an articulate and witty professor along with learning about significant constitutional cases that are actually pretty interesting, I would definitely recommend his class.
