Discussion of social versus private evaluation criteria; applications to highway, electricity, and irrigation projects. S/U or letter grading.

The class is tough conceptually, but Harberger does a great job explaining it and as you look over your notes and re listen to his lectures everything makes sense for your final paper. The final paper isn't hard, but be prepared to put a lot of time into it ( he gives you the following quarter to complete it). No midterms, finals or homeworks made this a very stress free class
